Your draft looks very good.I do not think it needs any revisions at all. Your goals and objectives are clear, steps well organized and the direction you will take is very clear. I am interested in your topic because my school has a big population of ELL students. Is the program you are implementing used in the whole district or just on your campus? My campus can use something like that to enrich our intervention program.
It should be used in the whole district, but there are so many variations of it. I decided to combine a bit of the RTI with TALA, and then added a few pieces of my own that would relate well to my campus. Which school are you at?
